When duplicating images the ROI Manager checkbox states "Show All" and "Labels" are ignored

**Issue:**
When duplicating an image or stack via `Image->Duplicate...` that has at least one ROI listed in the ROI Manager and either the `Show All` or `Show All` and `Labels` checkboxes checked, the state of these checkboxes is ignored in the duplicated duplicated image or stack, i.e., it is displayed without visible ROIs or labels. Unselecting and reselecting the relevant checkboxes is required to get the ROIs/labels displayed.

**Expected Behavior**
The current state of the `Show All` and `Labels` checkboxes of the ROI Manager should be honored for duplicated images/stacks.

Reproduce the issue in ImageJ 1.53k on Windows with an image or stack containing an ROI, then use Image->Duplicate while ROI Manager has Show All or Show All and Labels selected. Trace the image duplication and ROI Manager interaction; done means the duplicated image or stack preserves the selected ROI visibility and label state without toggling the checkboxes.
