Mouse image zooming is not synchronized when using "Synchronize Windows"

**Steps to reproduce:**

1. Open two image stacks
2. Use Window -> Synchronize Windows
3. Check "Image Scaling" and select all windows
4. Zoom on one window via keyboard shortcuts "+" and "-"
5. Zoom on one window via holding CTRL and using the mouse wheel

**Expected behavior**
Both mouse wheel zooming and keyboard zooming should be synchronized across all windows

**Observed behavior**
Only keyboard zooming is synchronized across all windows.

Start by reproducing the issue in ImageJ v1.53b with two image stacks, using Window → Synchronize Windows with Image Scaling enabled. Trace the synchronization handling for keyboard zoom and CTRL-plus-mouse-wheel zoom; done means both zoom methods update all selected windows consistently.
