Description
Currently the Approvals Received cells are sometimes empty when there are either no approvals received yet, or there is one or two approvals. For example, the first row below should show "0/2".

Research direction
Start by locating the TypeScript implementation of the Final Review page and the rendering for its Approvals Received cells. Reproduce cases with zero, one, and two approvals, then verify that each cell displays the received and required counts, such as "0/2" when no approvals have been received.
