Description
A section needs to be added to the dataHub page around the user permissions. This should be a short description explaining the fact that you need to be logged in and to have specific roles to perform certain functions. This should also contain a link to a page on the help site which explains the user log in process and role requests further.
To add pages to the help site, follow the guide in the 15-developer-how-to.md in the SMG (which will be added shortly)
AC's:
- A section exists at the top of the data hub, explaining briefly the fact that you need to be logged in and to have specific roles to perform certain functions, and containing a link to a page of the help site which explains in more detail.
