Update Live Server with Local Postgres DB

Heroku's command on pushing your local db to the build is bugging me, so I'm trying to dump and restore on it using the heroku cli; former has been achieved while the command regarding the latest is somewhat restrained (one would need a signed aws storage link) - my AWS won't be available for another 24H due to card verification.

TODO:
save dump file on AWS and have the link signed, and then propose ```pg:backups:restore``` on heroku cli. [help requested, if this is not closed by Monday)
