Investigate New Relic Infrastructure for Via 3

Investigate whether it would be worthwhile deploying [New Relic Infrastructure](https://newrelic.com/products/infrastructure) for Via 3 and, if so, then deploy it.

This might give us some better monitoring of things like load, CPU usage, memory usage, etc and help us to better understand and tune Via 3's performance.

For example it has [EC2 integration](https://docs.newrelic.com/docs/integrations/amazon-integrations/aws-integrations-list/aws-ec2-monitoring-integration) with CPU, load, memory, IO. The [Elastic Beanstalk integration](https://docs.newrelic.com/docs/integrations/amazon-integrations/aws-integrations-list/aws-elastic-beanstalk-monitoring-integration) might also be useful
