LMS instructors need to monitor whether students are creating annotations that are "teachable moments" (offensive annotations, etc), and need to be able to track this type of activity in the long term.
Our LMS report(s) should include an aggregated view, by course or by user, of hidden annotations so teachers can easily see trends in this data.
