Description

In readthedocs, we currently have two publisher-facing sections:

- https://h.readthedocs.io/en/latest/publishers/
- https://h.readthedocs.io/projects/client/en/latest/publishers/

I believe https://h.readthedocs.io/en/latest/publishers/ was authored back when we thought there were going to be a lot of 3rd party ("eLife-style") integrations. However we've trended much more toward 1st-party integrations, and that first page was never really fleshed out.

I propose:
- Getting rid of https://h.readthedocs.io/en/latest/publishers/
- Having https://h.readthedocs.io/projects/client/en/latest/publishers/ be the main place we direct publishers.
