The user has the Chrome extension installed on their Surface laptop, but they were unable to select text to create highlights or annotations. They ended up finding out:

> So I had to type in "chrome://flags" [in the url bar] to get to the chrome flags and then I had to disable "Touch Events API". This allowed me to be able to select text to annotate or highlight.

Before writing up a KB article we'd need to know:
- Is this "flag" uniform across Chrome apps for touch screen devices? Will the instructions be the same for all touch screen devices, or will it vary based on device?
