Because it can be confusing for users to see three controls some of the time, and a fourth control on Segments assignments, we're going to make the Segments filter permanent over the Assignments view.
Question: Do we add the Segments Filter to the Course View? In the linked Slack thread Alejandro reports that was going to be complicated for the BE.
