Clicking on an Annotation Card in a very large PDF doesn't bring you all the way to the selected text - several clicks are required

A user linked to an annotation on a very large PDF (505 pages). Clicking the link brings you part way through the book, and repeated clicks on the Annotation Card keep bringing you closer to the selected text until you finally get there.

**To Reproduce**
Steps to reproduce the behavior:
1. Go to https://hyp.is/MbcuPODfEeq1KK8Tm4ihig/weather.rsmas.miami.edu/bmapes/http/pagestuff/Atmospheric_Science-Wallace_Hobbs.pdf
2. Note where you end up in the book.
3. Click on the annotation card.
4. repeats steps 2 & 3 until you reach the selected text.

This seems to be an intermittent error.

**Expected behavior**
Opening the link and/or clicking on the annotation card should bring you directly to the selected text in the PDF.

Start by reproducing the linked annotation with the 505-page PDF in Chrome, then trace the navigation used by the annotation link and Annotation Card. The work is done when opening the link or clicking the card consistently jumps directly to the selected text rather than requiring repeated clicks.
