Description
In order to avoid the extra load on the production DBs, explore the possibility of running the report process (H's and LMS's) in the archive DBs instead.
- [ ] Run `create_from_scratch` on the archive DB for the H DB
- [ ] Run `create_from_scratch` on the archive DB for the LMS DB
- [ ] Point the report refresh to the archive DBs.
