Ability to inherit annotations

As a teacher I would like the ability to make a group with annotation questions that I can re-use for multiple classes throughout the year. I would then like to "inherit" those annotations into the class group, allowing students to reply to the annotations during the term. Then delete the class group and start fresh the next term.

As an author I would like the ability to inherit citation annotations from one version of the article to the next as certain annotations may apply to all versions of the article.
