### Steps to reproduce
1. Annotating on this article: https://www.flyertalk.com/articles/londons-heathrow-airport-to-improve-services-for-disabled-passengers.html?utm_medium=Email&utm_campaign=
2. I select text but no buttons appear.
3. Button that is usually "page note" shows as annotation button instead. If I click it, then the client opens and I can create an annotation. When I close it, the button is back to page note.

### Expected behaviour
Tell us what should happen.
Buttons should appear when I select text.

### Actual behaviour
Tell us what happens instead.
No buttons appear. I need to click the (formerly page note, but currently annotation) button manually.
