Annotation and Highlight Buttons do not appear--Page note button changed to annotation button

### Steps to reproduce
1. Annotating on this article: https://www.flyertalk.com/articles/londons-heathrow-airport-to-improve-services-for-disabled-passengers.html?utm_medium=Email&utm_campaign=
2. I select text but no buttons appear.
3. Button that is usually "page note" shows as annotation button instead. If I click it, then the client opens and I can create an annotation. When I close it, the button is back to page note.

### Expected behaviour
Tell us what should happen.
Buttons should appear when I select text.

### Actual behaviour
Tell us what happens instead.
No buttons appear. I need to click the (formerly page note, but currently annotation) button manually.

Reproduce the issue on the linked Flyertalk article in Firefox 57.0.1 by selecting text and checking whether the annotation and highlight buttons appear, including the page-note button state. The issue names no source files or tests, so the relevant UI entry point must first be located; done means selection buttons appear and the page-note button keeps its expected behavior.
