Description

### User Story
As a university admin or instructor, I want to add the Hypothesis application to my course, in a quick, and seamless way for all courses, students, and teachers at one time, so that I can setup the integration for as many people/classes as possible, without having to repeat my work.

### Background
Hypothesis will be available as an external tool in the Canvas application directory
Currently the setup for instructors to add the Hypothesis application to their courses can be done in 2 ways:
- Instructor adds app to course themselves: by the instructor providing a Canvas developer key and then Hypothesis providing key and secret for installation.
or
- Canvas admin on campus adds app to course: Canvas admin on campus adds app to course (or subsection of courses, departments, or campus as a whole), generating key and secret themselves and asking Hypothesis for authorization.

### Question/Potential future problem?
How can we do this in a way where Hypothesis staff don’t have to be involved in key exchange? As we scale the # of schools that use Hypothesis, we will be increasing our workload if we can’t create an automated system.

Research direction

No repository files, tests, or implementation entry points are identified. Start by comparing the two existing Canvas setup paths described in the issue and define the requirements for automated key exchange; done means a documented approach that removes routine Hypothesis staff involvement.
