Upgrade python versions in our packages

This is a list of all our packages we support with cookiecutter. Retrieved by [`find_repos` command](https://github.com/hypothesis/cookiecutters/blob/main/bin/find_repos) then filtered out the apps.

We're adding 3.12 where it's missing and upgrading patch versions along the way.
And since python 3.8 has reached EOL dropping its support as well.
