Consider removing "Edit assignment" option from LaunchErrorDialog if not appropriate

While reviewing the "Edit assignment" option that was added to the LTI launch error dialog (see [this thread](https://hypothes-is.slack.com/archives/C4K6M7P5E/p1678966911536739)) it was raised that there might be some uses of this dialog where we don't want to present the option.

This task is to:

1. Review all of the error dialogs in `LaunchErrorDialog` and decide if there are any for which we really don't want to offer instructors the option to edit assignment configuration
2. Make whatever changes we decide on
