Find out how we can sync users and permissions in Metabase

* If we have more than one Metabase we need to keep them in sync? (Or do we?)

Requirements:

* Devs can see and edit things
* Various others can see the things they need to
* Do we need to consider specific reports for specific people?
* How would we manage this as we add reports?

Good features:

* It doesn't require a lot of manual intervention
* We can on / off board people easily
* Changes take effect quickly

## Notes

* The enterprise sync stuff explicitly mentions it doesn't work for users and permissions
* Is this something we can let Google accounts do for us?
