Add error-handling for assignment submissions via `reportActivity`

If we attempt to submit a Canvas assignment on a user's behalf based on reported annotation activity from the client and encounter an error, we need to handle that error case in some way. We may wish to give the student-user an error message with a "Try Again" option. In any case, we need to somehow let the user know that their assignment wasn't submitted.
