"The following content is partner provided" when trying to use keyboard

Description
1. Go to the [SCRATCH ASSIGNMENT](https://hypothesis.instructure.com/courses/125/assignments/1069)
2. Click Edit assignment settings
3. Click Find under **Enter or find an external tool URL** and select one of the Hypothesis installations
4. When the **Select web page or PDF** appears click Tab
5. You'll see a _"The following content is partner provided"_ message and our UI ... breaks
Note: this seems to happen on all the dialogs involved in creating or editing assignments, not just the particular dialog shown above.
