As a grader I cannot tell anonymous students apart

For example if you set the application install's _Privacy_ setting to either _Email only_ or _Anonymous_ in Canvas. All users get the same username "Anonymous" so you can't tell them apart.

You also can't tell instructors from students.

I don't _think_ we should need to fix this to get LTI certification but the IMS Global LTI Certification Suite's section 4 has several tests for this situation.
