Description
Add a dialog in the client which shows all the keyboard shortcuts available. This would be similar to the dialogs that appear in eg. YouTube, Gmail and Twitter when pressing Shift+?. See https://github.com/hypothesis/client/issues/5825#issuecomment-1719015178.
