Description

When creating a new annotation or page note while not logged in, voice over does not inform the user that they are on a login panel. Moreso, that focus does not move to the panel. So for example, if a user clicked "reply" to an annotation, then tabbing just moves focus to the annotation link button rather than the login button which is what a user would need to do next.

### Steps for reproduce

1. Enable voice over
2. Log out
3. Reply to an annotation using the keyboard

_Observe that there is no audio que to log in._

### Expected behavior

Voice over should inform the user they need to login and tabbing once should put focus on the login button.
