Refine top-of-page pagination UX in Notebook

In the first pagination prototype in the Notebook, pagination controls are at the bottom of the view, and no pagination metadata or controls are rendered at the top of the view. At the very least, we might render which page of results the user is currently looking at. At the further end of the spectrum, we may wish to introduce some basic pagination controls to allow the user to quickly page through results.
