Long group names break layout of publish control in narrow viewports

Description
When the sidebar is rendered on a narrow viewport, a long group name can make the publish control Cancel button escape the bounds of the annotation card.
This issue does not affect desktop browsers or tablets.
Notice also the overlap in the top bar, which is a long-standing issue.
