If a player is timed out on a discrod server then they should not be able to send messages from the minecraft server

### 💡 Use Case

additional moderation feature, for example we had a player get timed out due to hate speech and they continued onto a minecraft server

Start by tracing how the Discord-to-Minecraft chat linker receives Discord moderation state and handles Minecraft messages. Confirm how a Discord timeout should be represented and identify where message sending can be blocked; done means timed-out Discord players cannot send messages from the Minecraft server while unaffected players still can.
