[BUG] Operator Items tab not available

**Describe the bug**
The Operator Utilities tab does not show up if you have it enabled in the vanilla Controls settings screen. Additionally, the Survival Inventory tab is offset from its original position.

**To Reproduce**
Steps to reproduce the behavior:
1. Install MoreCreativeTabs
2. Load a singleplayer creative world with cheats enabled
3. Look for the Operator Utilities tab

**Expected behavior**
The Operator Utilities tab should be displayed and accessible when the player has the "Operator Items Tab" setting enabled.

**Additional context**
Initial testing was done in a "dirty" instance with a number of different mods, but additional testing reveals this bug happens even in a clean Minecraft instance with no mods installed other than Quilt Standard Libraries (7.5.0+0.91.0-1.20.1)
