feature: CLI to add more features

## Overview
If we have a helm chart installed by diff name, then errors out. when a new chart is installed with a diff name.

Easier must obvious k8s and helm charts to be included in cli:
* list out helm charts
* delete and start

Options:
* check based on error: can be in the catch of running
* ask the user, this could be due to something
* create an issue, or create a link that creates the issue, user just clicks it

Start by locating the CLI entry points that install or run Helm charts, then reproduce the error when a chart is installed under a different name. Clarify whether the required scope is listing charts, deleting or restarting them, error guidance, or issue creation; done criteria are not defined in the report.
