feature: add `check` command to starshipjs

## Overview
After running `start`, we need the ability to run checks on the given endpoints based on the ports in the config files

## Proposal
Since there has been alot of complains around knowing or not weather the setup is done properly.

On failure, we can also make sure, weather the:
* pods are working
* endpoints are reachable

Start by locating the existing `start` command and the configuration parsing used for endpoint ports. Clarify which pod and endpoint checks are required, then define completion criteria for reporting successful checks and actionable failures.
