spike: ibc-go integration

## Overview
IBC-go has very specific requirements around testing infra, already fullfiled by `interchain-test`. As part of the spike we want to figure out:
* how to port tests from interchain-tests to starship
* spinup infra meeting the current needs as well as future considerations
* working happy path example

## Proposal
IBC-go requirements are very different from any of the chain requirements, since they need:
* more access around the relayer to check states properly
* work with breaking changes at ibc-go and cosmos-sdk level
* various kinds of tests: compatibility, feature tests

Need to study the current working of the ibc-go tests.

The payload names no repository files or test paths. Start by studying the current ibc-go tests and interchain-tests, then document how tests port to Starship and what relayer access and version compatibility require; done means a working happy-path example and infrastructure covering the stated compatibility and feature-test needs.
