Description
Set up issue-management infrastructure for the repo: auto-triage incoming issues with labels (bug, feature, question, runtime-specific, and so on) via a GitHub Action or bot, create a GitHub Project board to track work across milestones, and route PRs to the right reviewers through CODEOWNERS or a review-assignment workflow.
