Streamline Dev-Setup Documentation

### Status

Current Dev-Env setup docs are quite verbose, the setup is a manual process:

I've evaluated multiple platforms, fabric has the most barriers to get a dev-setup up and running.

### Expected

A streamlined setup, based on
* simple scripts, that a dev can either review-execute, or review-execute-manually.
* verification of setup integrity after each major step
