[Makefile:121: check-help-docs] Error 2

I am following [Setting up the development environment](https://hyperledger-fabric.readthedocs.io/en/latest/dev-setup/devenv.html) and `make basic-checks integration-test-prereqs` errors with: `The command line help docs are out of date and need to be regenerated make: *** [Makefile:121: check-help-docs] Error 2`

There is a pull request for this #3920 but I am not sure what I should do to resolve this from my side? Fork is up to date.
