cloud and console jobs failing in the Full Stack Asset Transfer Guide workflow

The [cloud](https://github.com/hyperledger/fabric-samples/blob/d25574eec2e64c57be59452dc93329464100c60a/.github/workflows/test-fsat.yaml#L56-L63) and [console](https://github.com/hyperledger/fabric-samples/blob/d25574eec2e64c57be59452dc93329464100c60a/.github/workflows/test-fsat.yaml#L65-L72) jobs in the [Full Stack Asset Transfer Guide](https://github.com/hyperledger/fabric-samples/blob/main/.github/workflows/test-fsat.yaml) (FSAT) workflow began failing some time after 2 July 2026. No changes were made to the FSAT code during that time so it seems likely to be caused by an upstream dependency or build environment change.
