Deployment Scenario: extra-org clients

clients are not part of any org in the fabric network and do not try any peer. Hence they will have to do all verification including attestation verification to bootstrap, also for queries they will have to do multiple queries to be consistent with endorsement policies as no single peer can be trusted. Note this applies also to Fabric in general and doesn't seem to be usually address in the normal fabric client side tool chain ..
