Description

Scheme characters must be lower case, but implementations should tolerate and normalize upper case characters to lower case.

The host component is case insensitive.

The various Uri types should provide PartialEq / Hash implementations that handle the necessary case sensitivity logic.

Research direction

Start by locating the URI types and their existing PartialEq and Hash implementations. Review how scheme and host values are represented and compared, then check the URI-related tests for current case behavior. Done means uppercase scheme and host inputs follow the required normalization and comparison rules across the URI types.
