Description

If we move the codec stuff (wire format, frames, decoding…) to a separate crate, we don't need to expose an unstable feature and the tests won't need to reach into public-but-hidden methods.

Research direction

Start by mapping the codec components mentioned in the issue—wire format, frames, and decoding—and reviewing how the unstable feature and public-but-hidden test methods are used. Done means the codec lives in a separate crate, the unstable feature is no longer needed, and tests no longer depend on those hidden methods.
