区分 path.runtime 和 path.bin 的应用

Description
将所有 get 命令下载过程产生的文件放到 path.runtime 对应的文件夹内，仅提取目标 bin 或 phar 文件至 path.bin 中供后续使用，以免现在 ~/.box 文件夹中产生垃圾文件的现状
