Validate time zones work predictably

This project has not undergone extensive testing and I am concerned I've missed some logic around time zones, so we (or possibly you, welcome contributor!) should audit it to make sure that things work as expected and the date proposal gets stored to meta and applied to the final post correctly, without lurching forward or back around the globe.
