Description

Because the handbook is a mix of HR policies + HR guidelines + best practices + useful stuff, it's important that everything that goes into it is consistent and doesn't contain contradictions. Therefore, content should not be directly published but all authors should "Submit for Review." This will be approved by Tom, Zoe, or Siobhan, and will be looked at for editorial style and to ensure that everything fits with HR practices.

This will require a plugin since everyone is an admin on the site.

Research direction

Start by reviewing the handbook site's publishing workflow and the proposed plugin boundary; no specific files or tests are named in the issue. Done means authors can submit handbook content for review instead of publishing directly, and Tom, Zoe, or Siobhan can approve it after checking editorial style and HR consistency.
