Description
### Describe the bug
When using Windows with Dev Drives (ReFS) downloads fail when the cache is set to the drive. Need to understand why this is occurring and if we can warn or more gracefully handle the situation.
Also worth understanding _why_ this scenario is failing.
### Reproduction
Use Windows, create a DEV drive (ReFS), and set HF_CACHE to that path, and then attempt to download a Xet file.
### Logs

### System info

- platform: Windows 11, Dev Drive with ReFS
- hf_xet : latest

Research direction
Start by reproducing the failure on Windows 11 with a ReFS Dev Drive, HF_CACHE pointed there, and an attempted Xet download. Trace the Windows filesystem handling involved in the cache and identify why ReFS fails; done means the cause is documented and the behavior either works or produces a clear warning or graceful failure.
