Description

### Describe the bug

When using Windows with Dev Drives (ReFS) downloads fail when the cache is set to the drive. Need to understand why this is occurring and if we can warn or more gracefully handle the situation.

Also worth understanding _why_ this scenario is failing.

### Reproduction

Use Windows, create a DEV drive (ReFS), and set HF_CACHE to that path, and then attempt to download a Xet file.
