Not available datasets[audio] on python 3.13

### Describe the bug

This is the error I got, it seems numba package does not support python 3.13

### Steps to reproduce the bug

1. install python >=3.13
2. !pip install datasets[audio]

### Expected behavior

I needed datasets[audio] in the python 3.13

### Environment info

python 3.13.1
