can't install using conda on Windows 10

## Describe the bug
I wanted to install using conda or Anaconda navigator. That didn't work, so I had to install using pip.

## Steps to reproduce the bug
conda install -c huggingface -c conda-forge datasets

## Expected results
Should have indicated successful installation.

## Actual results
Solving environment: failed with initial frozen solve. Retrying with flexible solve.
Solving environment: failed with repodata from current_repodata.json, will retry with next repodata source.
... took forever, so I cancelled it with ctrl-c
