Transfer script-based datasets in allowlist to data-only

all the canonical datasets (we are moving them to orgs/users at the same time)

Start by inspecting the allowlist in chart/values.yaml at the linked revision and identify the entries described as script-based datasets. Update those entries to the data-only category, then verify that every intended allowlist entry has the new classification and that the configuration remains valid.
