Requiring TAMIL translation to the course

Hi there 👋

Let's translate the course to `Tamil` so that the whole community can benefit from this resource 🌎!

Below are the chapters and files that need translating

After a thorough and thoughtful review to the already existing issues and PRs (PR #1007) I found out that `tamil` translation seems heavily inconsistent with formatting and basic grammar.

I would like to contribute to the community by properly and precisely translating chapter 0 to 5 initially
