Live Activities stopped working in iOS 27.0

**Describe the bug**
Since I updated to iOS 27.0, live activities stopped working. If I try to run it from a script or tools, it silently fails. Running it from the companion app samples works.

**To Reproduce**
Create a live activity from the tools, send it, you won't receive anything

**Expected behavior**
You should receive the live activity

I know that my live activity works because I tried running it on another iPhone 13 Mini with iOS 26.something and it worked perfectly

Start by reproducing a Live Activity from the Tools on iOS 27.0 and compare it with the working Companion app sample and the same flow on iOS 26. Confirm that sending from Tools successfully delivers the activity on iOS 27.0 while preserving the existing behavior on older iOS versions.
