Request app entitlements in OHF Apple Account

### Description

Since the app will be re-uploaded in a different Apple Developer Account, it needs to request all it's entitlements once again, and can only be published when/if approved.

Entitlements:
- Critical alerts
- Local Push Connectivity (Network Extension: app push provider)
- Thread Network Credentials management
- User-assigned device name
- CarPlay voice based conversaion
- CarPlay driving task
