Home Assistant iOS 2026.9.0 Breaks "Perform Action" iOS Shortcuts

**Describe the bug**
Running any shortcut with "Peform Action" doesn't work. It shows "Unknown Action" instead of the "Perform Action".

**To Reproduce**
Just run any shortcut with a Perform Action.

Reproduce the failure by running an iOS Shortcut containing “Perform Action” on iOS 26.6.1 with app version 2026.9.0, and review the related issue #5350 for context. Trace how the shortcut action is recognized and confirm that the action is no longer reported as “Unknown Action” when the bug is fixed.
