watchOS shortcut error: "Cannot send with an inactive account"

none of my HA related shortcuts work on my watch anymore. i already updated all of them like suggested in [#5350](https://github.com/home-assistant/iOS/issues/5350). i have about a dozen HA shortcuts. all of them work fine from my iphone, but none work from the watch (neither siri nor running them manually).

everything else works on the watch without any issues besides running HA shortcuts. opening the HA app on the watch shows the correct server ip, name, and everything seems connected.

Start by reproducing the issue with the listed watchOS, Home Assistant Core, frontend, and companion app versions on an Apple Watch 8. Compare running the same shortcuts on the iPhone and watch, and review the update guidance in issue #5350. Done means Home Assistant shortcuts run successfully from both Siri and manual watch execution without the inactive-account error.
