**Describe the bug**
When using Assist with Silent Mode enabled, Voice Mode is not audible. This is not the expected behavior given other apps like ChatGPT's native voice mode or Siri interactions being audible with Silent Mode enabled.

**To Reproduce**
1. Enable Silent Mode
2. Create Shortcut
3. Add Assist in app action
4. Turn With Voice setting on
5. Run Shortcut

**Expected behavior**
Explicitly enabling With Voice in the Shortcut action should allow voices to be audible in that session, regardless of Silent Mode setting. Default behavior could still be muted, but sessions using With Voice enabled should be audible.
